If schools get money from the Lottery why doesn't the public see it?
Lottery revenue is included in each school district's state aid allocation. Each school district decides how it will use the state aid in its own budget. Click here for money allocation charts.
 
 
Why are my taxes still going up if Lottery revenue is supposed to fund schools?
Lottery revenues historically comprise approximately 5% of the total amount of state aid to local schools.  Other revenue sources include property and non-property revenue, other state aid to education, federal sources, and other sources.
 
 

Why do you have schools select the LOT Scholarship candidates?
To select the scholarship candidates, we give officials at each eligible public and private high school the ability to exercise their own discretion in choosing the selection process, based on the criteria provided by the New York Lottery.  We rely on school officials as professionals to do whatever is necessary to accomplish this task.  Since there are varying populations, class sizes and administrations across the state we could not, nor would we attempt to put internal controls on the selection processes of each individual school other than setting deadlines and requesting two complete applications.  We feel they are in the best position to decide what two students should be recommended to the statewide selection committee in Albany.  For more information on the LOT Scholarship program, click here.

 
 
How much money is allocated to each school district?
Each year the State Legislature adopts a formula in the State budget that allocates Lottery aid. Click here for money allocation to schools by county.
 
 
Does the money really go to education?
Yes! The New York Constitution mandates that ALL Lottery revenue be used in support of education in New York State.
 
 
How can my son/daughter earn a Leaders of Tomorrow (LOT) Scholarship?
Graduating High School seniors must apply through their school. To be eligible, recipients must have at least a B average, plan to attend a New York State college, university, trade school or community college full time and have a demonstrated record of community service.
 
 
Why do profits go to the state general fund instead of directly to the schools?
Lottery aid is distributed to more than 700 school districts at the start of each school year. The State Department of Education disburses the revenue deposited by the Lottery, along with other State aid funds, to local school districts according to a formula established by the New York State Legislature.

How much money in taxes will be withheld from my prize?
Federal, state and local income taxes are withheld from prizes over $5,000 or from prizes over $600 when the winner does not present a social security number. How can I get Public Assistance/Child Support withdrawals back?
Any Public Assistance/Child Support offset of your Lottery winnings is for monies owed and is not refundable. If you feel the money was withheld from your prize in error, please contact your local Social Services agency.
 
 
Do senior citizens have to pay taxes on Lottery prizes?
The Lottery is required to report to the appropriate tax departments, any prize won over $600 and to withhold applicable taxes from any prize over $5,000, regardless of the winner's age. Click here for more information.

When I win the jackpot in LOTTO or Mega Millions, how long before I get my first prize check?

Why don't retailers pay when I have a winning ticket?

What if I lose my winning Lottery ticket?
All winning Lottery tickets are bearer instruments, meaning they are just like currency. If you lose your ticket, and it does not have your signature on it, anyone can claim the ticket.

How is the Lump Sum for Lotto and Mega Millions figured and why isn’t the Lump Sum advertised?
The lump sum amount equals what it would cost the Lottery to finance the advertised jackpot over 26 years, or standard annuity period. Lottery players may select to receive their prize payments as an annuity (over 26 years) or as a Lump Sum (the current market value of the cash in lieu of the annuity period).
 
 
Where can I claim a Take Five free play after the 45 days are up?
The bonus prize of a quick pick Take Five Free Play must be claimed at a retailer location within 45 days of the draw date. After 45 days the prize is not valid.

How much tax will I pay at the end of the year?
The Lottery cannot estimate an individual's tax responsibility. We suggest you contact a tax professional or financial advisor to determine your tax liability.
 
 
Why are Lump Sum jackpots always less than the advertised jackpot amount?
The lump sum jackpot amount is based on the estimated present cash value of the advertised jackpot. In other words, it is the amount that the Lottery would have to invest today to generate the advertised jackpot amount over the 25 years of payments.
 
 
Will you ever have a claims office in my hometown?

Why are Lottery winnings taxed?
Lottery winnings are considered personal income and as such are taxed according to Federal and State income tax laws.
 
 
How long do I have to claim a winning ticket?
All cash prize-winning tickets must be redeemed within one year from the date of the drawing. Take Five Free Play tickets must be redeemed within 45 days from the date of the drawing.
 
 
Can I claim a cash prize without a ticket?
You must have a winning Lottery ticket in order for us to validate and award your prize.
 
 
Why do winners have to have a press conference?
Public trust is the cornerstone of New York Lottery.  Public disclosure of winner information is fundamental to the Lottery’s integrity and credibility.  As a State government agency, the Lottery has a public responsibility to demonstrate that prizes are being awarded to each and every player who can demonstrate that they are the rightful owner(s) of a winning New York Lottery ticket.  To accomplish this, the New York Lottery requires winners, including those $1 million or more, to sign a claim form, authorizing the Lottery to use the winner's name and photo as a means of demonstrating to the public that a prize has been won and awarded for that particular Lottery game.
The Lottery works with each individual winner to determine the most convenient way to demonstrate to the public that an advertised prize has been awarded.  We make every effort to balance our winners' concerns with our broad base of lottery customers who rely upon us to show them that real people do win Lottery prizes.
 
 
Can I still redeem an Instant ticket if it is not available for sale?
Instant tickets are redeemable up to one year from the announced end of game. You can ask your retailer for redemption dates, or you may contact us to inquire about the games of interest to you.
 
 
Can I cash my Mega Millions ticket in any of the states that offer this game?
Each of the 11 states participating in the Mega Millions game (Georgia, Illinois, Maryland, Massachusetts, Michigan, New Jersey, New York, Ohio, Texas, Virginia and Washington) run independent computer systems that are not capable of processing (e.g. cashing) another state’s tickets.
 
 
What happens to my remaining jackpot payments if I die?
Once a claimant claims a prize, the money no longer belongs to the Lottery. Your estate or beneficiary is entitled to receive your remaining annual payments.
 
 
What happens to unclaimed prize money?
Unclaimed prize money is always returned to the prize pool and, therefore, to our players. It is used to subsidize prizes for large jackpots, promotions and/or special one-time games.

What kind of "contractor" fees are there?
The Lottery contracts with vendors to supply the data lines, phone service and other standard business operating functions to allow the Lottery to keep in touch and monitor the business practices of its 15,000 retailers statewide.
 
 
I have been asked to join a "Millionaires Club" that claims it will buy Lottery tickets as a group and share the prize winnings with all the members. They have asked me to send money in order to join and begin collecting my prize money. Are clubs like this legal?
Many of these so-called "clubs" are not entirely legitimate. If you have a question about these clubs, please feel free to contact us.
 
 
I am a member of a group that wants to raise money through a raffle. Do I need the approval of the New York Lottery?
No, you will need a license from the New York State Racing and Wagering Board. That is the state agency that governs games of chance operated by charitable organizations.

Why are there no drawings on Christmas Day?
While it may appear like the Lottery takes a day off on December 25th, the fact is that our retail operations and computer operations are still very much at work. The decision to suspend our televised drawings for one day was, and still is, a practical one. In order to air the drawings, we need the support of not only our own staff, but a variety of external organizations as well (e.g. the camera operators, draw team, production team, broadcast stations and satellite uplink facilities, independent auditors, etc.). We found out a long time ago that while we may be able to require our own staff to work on this day, we do not have control over the other organizations who are critical to the production and broadcast of our daily drawings.

 
 

What is the default payout option for Lotto and Mega Millions when a player does not specify "cash" or "annual payments?"
Unless otherwise specified (verbally or on a playcard), players will receive a CASH OPTION payment.  The reason for this is that the overwhelming preference of our players is CASH.

How often are the ballsets changed?
For Lotto there are three sets of ballsets and are changed every three months. For Take Five and Pick 10 there are also three ballsets and they are changed every two months.  Numbers and Win 4 are changed every month (both the midday and evening sets).  For information about the Mega Millions ballsets and drawings, visit the official Mega Millions site at: www.megamillions.com

The Lottery adheres to an elaborate regimen for each and every Lottery drawing with strict policies and detailed checks and balances. The drawing process is videotaped and each component is observed by an independent auditor to ensure the absolute integrity of each drawing and that each drawing is completely fair and random. How does the Lottery set the LOTTO jackpots?
The estimation of Lotto jackpots is based upon projected sales. Sales are estimated based upon recent historic trends, weather, competing jackpots and the amount to which potential players are distracted by current events. Once sales are estimated, the jackpot is set using a formula regarding how much of each sales dollar goes to the jackpot. This amount of cash is then multiplied by a factor to estimate the announced jackpot annuity value.
The jackpot factor is based on the market for 100% U.S. government guaranteed treasury securities. The factor takes into consideration the amount of each scheduled annual payment and the expected interest earned on funds to support those payments. The expected interest rates are estimated before the drawing. Real-time market information (based upon quotes from several brokers) from the first working day after the drawing is used to set the particular drawing’s factor.

 
 

How does the Lottery set the jackpots for the Mega Millions multi-state game?
The estimation of Mega Millions jackpots is based upon projected sales. Sales are estimated by a Finance Committee consisting of Finance personnel from each Mega Millions state. The committee bases its estimate upon recent historic trends, weather, competing jackpots and the amount to which potential players are distracted by current events. Once sales are estimated, the jackpot is set using a formula regarding how much of each sales dollar goes to the jackpot. This amount of cash is then multiplied by a factor to estimate the announced jackpot annuity value. The Directors of the Mega Millions states have the final decision on setting jackpot levels.
The jackpot factor is based on the market for 100% U.S. government guaranteed treasury securities. The factor takes into consideration the amount of each scheduled annual payment and the expected interest earned on funds to support those payments. The expected interest rates are estimated before the drawing using real-time market information.

 
 
Are the same machines and ballsets used for both Midday and Evening Numbers/Win 4 drawings?
The Lottery uses different ballsets for both the Midday and Evening drawings. These ballsets are rotated in/out of service every month. Likewise, there are four different machines used for the Numbers/Win 4 drawings. Any machine used during the Midday draw is excluded from use in the Evening draw on that same day.

Why do some retailers continue to sell an Instant game ticket even after the last top prize for that game has been sold?
The New York Lottery has a policy to recall and replace all outstanding instant tickets as soon as we learn that the final top prize in any particular game has been claimed. We purposefully place the disclaimer on the back of all of our instant tickets to let our customers know that there is always the possibility that the retailer has not yet received the recall message or has not yet replaced the tickets. As always, we want to remind our customers that it is always best to check your tickets before leaving the store. If you find a retailer that continues to sell an instant game ticket even after the last top prize has been sold, we'd like to know about it so we can notify the store and replace the tickets ASAP.

 
 
Why can't I play Quick Draw in all Lottery retail outlets?
Drawings for the Lottery’s Quick Draw game are conducted every four minutes. This format is not convenient or appropriate in many Lottery retail locations. The game is available at approximately 3,000 Quick Draw locations statewide. For more information on Quick Draw, click here.

Are Quick Pick numbers really random?
Yes, Quick Pick numbers are randomly generated by the terminal. Each terminal has its own random numbers generator.
 
 
Are Quick Pick numbers more or less likely to win than my numbers?
Every drawing is a random occurrence so that every number, whether selected by a player or Quick Pick, has an equal chance of winning.

What are my chances of winning more than a few dollars on an Instant Game?

Why are Lottery payout percentages so low compared to other states?
The State Legislature must approve the prize payout percentages for each of our games. We are allowed by law to pay out 40% for LOTTO and 50% for Mega Millions, Take Five, Numbers, Win 4 and Pick 10. Quick Draw has a 60% prize payout and Instant Games are at statutory levels of 65%. Overall 57 cents of every Lottery dollar is returned to players in the form of prizes. Why does a new browser window open when I click on a link?
This is a feature of the site allowing the user to view related content without being taken away from the New York Lottery site completely.

Adobe PDF is a universal file format that preserves all the fonts, formatting, graphics and color of any source document, regardless of the application and platform used to create it (from adobe.com).
 
 
How do I view/download them?
When a user clicks on a link to a PDF document, if the plug-in is installed properly, it will show the document.

What is caching?
The "cache" is a directory on your hard drive that your browser uses to store pages you have visited so that the next time you visit, those pages will load faster. When the cache fills up, performance can slow down. It's a good habit to clear your cache from time to time.
 
 
How can I empty my computer's cache?
Internet Explorer:
On the Menu Bar, choose View (Version 4.0) or Tools (Version 5.5 and 6.0). Select Internet Options. Under the General tab is a section called Temporary Internet Files. Click the button that says Delete Files. You're finished. (It's also a good idea to Clear History from time to time as well. To do that, click on the Clear History button.)
Netscape:
Go to Edit, then Preferences. Select Advanced on the left hand outline, then choose Cache. On the right hand side of the window, click the buttons that say Clear Disk Cache and Clear Memory Cache.

How do I become a Lottery Retailer?
Complete and send in a retailer application. To download a form (for new and first-time retailer applicants only), click here. All applications are reviewed by regional Lottery staff to determine the feasibility of a proposed retail location. How long does it take to become a retailer?
It takes approximately 30 - 60 days for the entire license approval process to be completed. Once the application is approved, the installation of the terminals may begin.

 
 
Why is it that the store up the street gets a Lottery terminal and I can't?
Retailer locations are licensed based on the projected amount of sales which can be achieved at any given location. If there are too many retailers close together and no additional revenue can be realistically expected, a request for a terminal may be denied. Do retailers get extra for selling a winning ticket?
THE $25,000 retailer bonus for selling a jackpot winning Mega Millions or LOTTO ticket ended on May 15, 2003, as scheduled. As of May 16 2003, New York Lottery retailers who sell a jackpot winning Mega Millions ticket will be eligible to receive a $10,000 bonus. Retailers selling a jackpot-winning LOTTO ticket will be eligible to participate in special retail promotions and other events designed to recognize their winning efforts.
